The joint declaration signed on August 21, 2025, between the European Union and the United States confirmed a 15% increase in US tariffs on all European goods. In return, Brussels committed to purchasing large quantities of American energy and defense equipment, without receiving equivalent concessions from Washington.

Impacted Sectors

The tariffs hit key sectors of the European economy such as wine, automobiles, pharmaceuticals, semiconductors, and timber.

For cars and components, the application will be delayed but retroactive to August 1. Starting September 1, additional goods – including cork, aircraft and parts, generic medicines, and chemical precursors – will also be subject to the new rate.

European Commitments

The EU also pledged to buy liquefied natural gas, oil, and nuclear-related energy products from the United States for a total of $750 billion by 2028, , while also increasing imports of US military and defense equipment.. Other clauses include alsopreferential access for American agricultural and fishery products, the purchase of artificial intelligence chips worth at least $40 billion, and an additional $600 billion in European investments in US strategic sectors by 2028.

On the industrial front, the deal introduces tariff quota measures for steel and aluminumto counter global overcapacity and protect supply chains. However, regulatory issues related to to the Digital Market Act and Digital Services Actremain outside the negotiations. European countermeasures introduced in July have been suspended, pending the translation of the agreement into legislation by the Commission and its approval by Member States and the European Parliament.
