New rules and exemptions for heavy goods vehicle traffic in Italy
With its publication in the Official Gazette at the end of 2025, the Ministry of Infrastructure and Transport has defined the calendar and methods of application of traffic bans on industrial vehicles over 7.5 tons for 2026.
International transport and islands
Particular attention is paid to international transport and maritime connections. Vehicles traveling across borders or returning to Italy benefit from flexibility windows that allow them to bring forward or postpone their journey in relation to the start of the ban, provided that the foreign destination can be proven by means of travel documentation.
Similar measures are planned for traffic to and from Sardinia and Sicily, where exemptions take into account ferry schedules, ensuring greater continuity for island logistics flows.
Strategic exemptions and last mile
The decree confirms an exemption regime for combined transport, allowing vehicles engaged in connections with ports and rail terminals to circulate within a radius of 150 kilometers. This is a key measure for last-mile efficiency and for integration between road, rail, and sea.
Essential services and critical goods, such as perishable foodstuffs, medicines, fuels, live animals, and daily newspapers, are also excluded from the bans, as are empty return journeys following exempted transport.
Special exemptions and new developments for 2026
For urgent and non-deferrable needs, companies can request temporary or ongoing prefectural authorizations. However, the transport of dangerous goods, in particular explosives and radioactive materials, remains severely restricted, subject to almost total bans on the days indicated.
Among the main changes for 2026 is the exemption dedicated to the Milan Cortina Winter Olympics. Vehicles involved in the logistics of the event will be able to circulate with special authorization, confirming how the decree takes into account major international events and their operational needs. Finally, the ministerial power to suspend bans in the event of emergencies or disasters is provided for, in order to ensure rapid rescue operations and the continuity of the supply chain.
