The introduction of a €2 tax on low-value parcels from non-EU countries is having a significant impact on the Italian logistics system. With a decline in air traffic, the diversion of flows to other European hubs, and an increase in road transport, the measure raises questions about the need for coordination at the European level.

A national measure with European effects

The new tax, in force since January 1, 2026, is having a distorting effect on the Italian logistics system. Created with the aim of countering competition from non-European fast fashion and boosting tax revenues, the measure has instead encouraged the shift of logistics flows to other European hubs without similar contributions, reducing the competitiveness of the national system.

Diverted traffic and pressure on the road network

According to customs data, in the first weeks of 2026, Milan Malpensa airport recorded a loss of over thirty cargo flights, with an estimated 40% drop in shipments under €150. Goods continue to enter the Italian market, but they are cleared through customs in countries such as Belgium, Germany, and Hungary, and then reach Italy by road. The result is an increase in road transport, greater pressure on Alpine roads, and a higher environmental impact.

European coordination as the only solution

The case highlights the limitations of uncoordinated national measures in a single market. Taxation of parcels, if not coordinated at European level, risks penalizing specific modes of transport—in particular air cargo—without reducing import flows. For this reason, the sector is calling for a postponement of the measure's application and alignment with future EU decisions, the only way to ensure competitive fairness, logistical sustainability, and protection of Italian hubs in the context of international transport.
